Martin Cordell: Presented treasurer’s report, which reflects receipt of some home tour checks and interest from new account.
Minutes
Andy Anderson made a motion to approve September’s minutes. Pete Creel seconded and the motion passed in a voice vote.

No report.
Beautification
Margareth Olsson: Creek cleanup had 22 people. The city has blocked one of the underpasses beside First Creek Park so people can no longer camp there. She is working with the city to change the First Creek Adopt-a-Stream sign pending the new logo. She’s working with the Fourth & Gill Wooly Bears, who also offered meeting space at the Birdhouse if we need it. Discussions about adding native plants at Beth Ann Booker Park are ongoing.

Dustin Durham: No report.
Communications
Donna Spencer: The committee presented two proposals. Proposal 1: To renew the bulk mail permit (due in December), which will make it cost effective to mail two postcards a year. Andy Anderson made a motion to adopt the recommendation; Brittany Bentley seconded and the motion passed in a voice vote. Postcard 2x/year, renew mail permit. Proposal 2: To upgrade the free MailChimp account to a paid account (essentials tier) at $13/month, with the understanding that when the total contacts (currently around 440 for newsletter and home tour combined) hits 500, the price will go to $26/month. Dustin Durham made a motion to adopt the recommendation; Kelly Arsenault seconded and the motion passed in a voice vote.
Home Tour
Martin Cordell: Home tour has enough homes to be up and running, $4,900 in ads so far.
Social
Kelly Arsenault: Halloween contest was successful, and she’ll post to Facebook. They’re researching prices for event signage and will make a proposal soon.
Old Business
Banners
Two designs were presented: the rooftop design from Martin Cordell, adapted from the home tour illustration, and a new design with neighborhood windows and a Craftsman typeface from Drew Sparks. Also in the mix is the existing design.
Points of discussion:
Final design selected will be purple; need to determine the exact shade before production.
Need to determine the year to go on the banner, whether we use “Established” or “Incorporated,” whether to keep the range of the current banner (which reflects the years North Knoxville was a standalone entity, between incorporation and being annexed by Knoxville. General consensus is to use the earliest possible date.
Windows design: Maybe reduce the number of windows to simplify it a bit.
Victorian vs Craftsman emphasis in overall design and typography.
With rooftop design, possible permissions issues from original illustrator (who did the home tour illustration).
Joy tried texting Leslie for permission to adapt her art. Joy discussed.
Martin and Drew will get together and hammer out some options after the holidays, and we can set up a process for neighborhood-wide input.
As a first step, Dustin Durham made a motion to move to a new design for banners printed in the future to be phased in alongside old banners as they require replacement. Chloie Airoldi-Watters seconded and the motion passed in a voice vote.
New Business
November Meeting
Jenny Spatz made a motion to cancel November’s meeting, which falls on the Monday before Thanksgiving. Garrett Bentley seconded and the motion passed in a voice vote.
November Social
Wednesday, November 6, 7 to 9 at the Pirate Bar.
Gazebo Outlet Lock
Dave Ticehurst made a motion to spend up to $30 to replace the outlet lock on the gazebo in Beth Ann Booker park. Jenny Spatz seconded and the motion passed in a voice vote.
Addendum
Email vote, November 19-20: In an email vote called November 19, Donna Spencer made a motion that the MailChimp account be upgraded to the middle tier ($26/month) to accommodate additional home tour marketing addresses. Jenny Spatz seconded and the motion passed 11–0.
