Minutes Approval
Dave Ticehurst made a motion to approve the March 2026 minutes, and Chloie Airoldi-Watters seconded it. The motion passes.
Officer Fox

Sean Bolin asked about adding "no parking" signs on Scott Avenue at the intersection with Harvey Street. Visibility is an issue there and near misses are common.

Historic Preservation
Sean Bolin
Regarding the property at 1520 Fremont Place, the owners failed to obtain the necessary permits, bypassing the Historic Zoning process. As a result, the owners must redo certain elements of the project, such as the windows, as the Historic Zoning Commission maintained a firm stance on compliance. The owners are appealing. For the future, our objective is to work with neighbors and not against them. We should share as much information as possible about compliance with the historic guidelines.
519 Fremont Place has been abandoned since a house fire over a year ago. Noting the potential for the structure to deteriorate further, Sean Bolin made a motion to send a formal letter to the City of Knoxville and the Homemakers Program requesting intervention to save the house. Kelly Arsenault seconded the motion, and it passed. Drew Sparks volunteered to draft the letter provided that Sean submits the necessary bullet points, and Joy will provide the official signature required for submission.
Treasurer
Martin Cordell
Martin was not present but provided information for Joy to present. The neighborhood's financial status remains largely unchanged, with the only recent outflows consisting of payments for Mailchimp and KUB.
The Easter Egg Hunt exceeded the initially approved $200 budget by approximately $79.62. To account for this overage, Sean Bolin made a motion to increase the total approved budget to $400. Drew Sparks seconded the motion, and it passes.
Beautification
Xavier Bridges
Xavier was out of town but Margareth reports that the dog poop bag dispenser has been replaced and the city is now stocking it.
Communication

Drew Sparks attended the Happy Holler meeting at the Pirate Bar, where organizers representing the businesses involved in Holleroo confirmed they are planning a designated children's area across from the Oak Room. Additionally, Three Rivers Market has installed a new public compost station behind their store, which is available for community use.
Home Tour

No new business. If anyone wants to be on it, please let us know! Happy Holler requested a stop on the home tour this year.
Social
Kelly Arsenault
The monthly social will take place at Schulz Bräu on May 6 from 7:00 to 9:00 p.m. Additionally, Drew Sparks reminded residents that they can sync the neighborhood calendar directly with their personal calendar via the ONK website.
New Business
Elections
The upcoming election slate will include returning members Kelly Arsenault, Sean Bolin, Donna Spencer, and Dave Ticehurst, alongside new members Xavier Bridges and Kim Davis. Kim Davis will assume the seat formerly held by Joy. The slate was approved, and the new board's term will run for three years, expiring in 2029.
Following the vote, the board initiated a search for a new president. Donna Spencer has offered to fill the position, though the board opened the floor to other interested candidates. The election for president will take place in the next meeting. Furthermore, the neighborhood is seeking a volunteer to step into the role on the Social Committee currently held by Kelly Arsenault.
Spring/Early Summer Porch Crawl
Dave Ticehurst made a motion to approve a budget of $450 for a Spring/early Summer porch crawl. Sean Bolin seconded the motion, and it passes.
Next Meeting
The May ONK meeting falls on Memorial Day. Sean Bolin makes a motion to cancel it and Garrett Bentley seconds it. The May meeting was cancelled and the next ONK meeting will be Monday, June 22.
